The reading comprehension is a basic requirement when the students enter in universities or colleges decide to work industry. Therefore, it necessary for teachers give as many opportunities possible by providing them with wide range of effective and useful materials well develop habit enhance their techniques. Students nowadays are observed having great dilemma comes comprehending text. Reading said be heart goal since purpose gather meaning from A good reader must always see that properly understood. Most can easily read text but cannot comprehend its meaning. study assesses levels grade 11 General Academic Strand Buting Senior High School towards development K-12 Context Appropriate Instructional Tool. This sought answer following questions: What profile? respondents? Is there significant difference on two sections? And instructional toolcan proposed? data was calculated using simple statistical tool percentage, weighted mean T-test. profile reveals they few times week 11-20 minutes time, only one five books during free time use electronic sources reading. sometimes prefer want read. With regards techniques, sometime make predictions, guessesand set goals reading, however, rarely summarize story. There no preference techniques between sections. results readingcomprehension levels:70% outstanding literal level 55% satisfactory inferential 42% fair critical-evaluative level. Comprehension recommends tools constructed which will beneficial low comprehension.
